The development of the Athlete’s Village had many partners, stakeholders and sponsors that contributed to the success of the Games.
The Resort Municipality of Whistler
The Resort Municipality of Whistler was committed to working with VANOC to provide the Village for the Games. In addition, RMOW required that the Games investment would result in a legacy neighbourhood of resident housing for Whistler that conforms to the Whistler 2020 – Moving Toward a Sustainable Future and that encompasses the community’s vision, values, priorities and directions.
The Whistler 2020 Development Corporation
The RMOW created the Whistler 2020 Development Corporation, incorporated as a business under the Business Corporations Act (BC), to facilitate the delivery of the Village for the 2010 Games. RMOW is the sole shareholder of the Corporation.
The Whistler 2020 Development Corporation Board of Directors included elected members and staff of the RMOW, Whistler community representatives, and was chaired by two volunteer development professionals.
Guided by the principles adopted by RMOW Council, the Whistler 2020 Development Corporation was responsible for developing the Legacy Neighbourhood master plan for Council approval, developing the business plan to assist Council in assessing the financial viability of the procurement process, preparing village development proposal calls, awarding contracts related to the delivery of the village, monitoring construction and signing off on completion
The Vancouver Organizing Committee for the 2010 Olympic and Paralympic Winter Games
Vancouver Organizing Committee for the 2010 Olympic & Paralympic Winter Games (VANOC) was formed to manage the planning and staging of the 2010 Olympic and Paralympic Winter Games. During the development of the Athlete's Village, VANOC provided planning and technical advise.
The International Olympic Committee
The International Olympic Committee (IOC) gave Vancouver the opportunity to host the 2010 Olympic Games. The IOC’s interest were in ensuring that all commitments made in relation to hosting the Games were fulfilled and that, in the case of the Whistler Olympic & Paralympic Village, the venue was delivered within the agreed timeframe and met the requirements associated with hosting the Olympic and Paralympic Games.
The Four Host First Nations
The Four Host First Nations, representing the Lil’wat, Musqueam, Squamish, and Tsleil-Waututh Nations, signed a Protocol agreement with VANOC on November 30, 2005, committing to working in partnership with VANOC to achieve successful Games while ensuring a relationship built on mutual trust and respect.
As the Whistler Olympic and Paralympic Village was developed within the traditional territories of the Squamish and Lil’wat Nations, several agreements were signed with the Squamish and Lil’wat Nations, including the Shared Legacies Agreement and the Letter of Mutual Understanding.
The Province of British Columbia
The Province of B.C. provided a land grant to RMOW to accommodate the development of the Village. A portion of the site – the Whistler Athlete Centre – is leased on a long-term basis to the Whistler Sports Legacy Society who are responsible for managing the day to day operation of the Whistler Athlete Centre.
The Government of Canada
The Government of Canada represented by the Canadian Heritage and Transport Canada are the federal ministries responsible for the project, under the Canadian Environmental Assessment Act process.
The Whistler Sports Legacy Society
The Whistler Sports Legacy Society is the legal entity that operates the Whistler Athlete Centre in Cheakamus Crossing, Whistler Olympic (Nordic) Park in the Callaghan and the Whistler Sliding Centre at the base of Blackcomb Mountain.
Whistler Housing Authority
The Whistler Housing Authority, a wholly owned subsidiary of the Resort Municipality of Whistler, manages the resident housing program throughout the valley.
The Whistler Housing Authority assisted the Whistler Development Corporation in identifying the nature and type of homes needed in the community and provided a list of prequalified potential purchasers. The Whistler Housing Authority owns and operates a 55 unit resident restricted rental property in Cheakamus Crossing.
